THE SHUT DOWN - WHO IS RIGHTEOUS?

THE SHUT DOWN - WHO IS RIGHTEOUS? I have heard that Democrats are to blame for the U.S. Government shut down. But how do they benefit from this? My understanding is that this battle is over the Republicans not contining health insurance subsidies to make it possible for low and medium income people to afford health insurance. Wow! That seems like a noble position to take. I don't see a down side. The alternative is that millions of people will not be able to afford health insurance. Republicans already continued the huge tax cuts for the ultra wealthy. They can't afford health insurance subsidies for the lower incomes? Come on! Democrats are in the right. I just don't see another side to this issue.
